## 大赛背景 Background 为积极响应国家政策，中国互联网协会、香港Web3.0协会共同组织开展“2024 Web3.0创新大赛”活动，于上海、香港分别设立赛区。大赛依托上海区块链技术创新能力及面向Web3.0的可信操作系统ChainWeaver，以及香港在Web3.0方面的政策优势与生态基础，旨在充分调动全国高校、企业、科研机构、行业协会等参与积极性，挖掘优秀Web3.0创新应用实践，促进区块链、人工智能、元宇宙等Web3.0热点技术加速落地，集聚Web3.0资源要素并推广创新发展成果，助力我国Web3.0产业生态建设，深化上海与香港两地科技创新联动机制，培养Web 3.0顶尖技术人才和创新企业，加快我国Web3.0产业生态建设。 In response to the national policy, Internet Society of China and Hong Kong Web3.0 Association have jointly organized the“2024 Web3.0 Innovation Hackathon”, and set up the competition divisions in Shanghai and Hong Kong, respectively. The competition relies on the blockchain technology innovation capabilities and ChainWeaver (a trustworthy operating system for Web3.0) in Shanghai, as well as the policy advantages and ecological foundation for Web 3.0 in Hong Kong, aims to fully mobilize the participation of universities, enterprises, research institutions, industry associations, and other entities nationwide, uncover outstanding Web3.0 innovative application practices, accelerate the implementation of Web3.0 hotspot technologies such as blockchain, artificial intelligence, and the metaverse, and gather Web3.0 resource elements centered in Shanghai while promoting the results of innovative development. 除为获奖团队颁发证书及奖金外，组委会将为部分团队提供以下激励： > （1）为参赛及获奖企业团队开放合作通道，有机会将与大赛组织单位建立长期合作伙伴关系，共同研发重点产品。 > （2）个人团队可获得大赛组织单位上下游资源赋能，在相关平台上实施应用创新，加速创意实现。 > （3）获奖作品及部分优秀潜力团队可获得大赛组织单位有关活动、渠道、页面的展示推介机会。 > （4）入围决赛团队成员将获得大赛组织单位招聘人才直通车，其他参赛选手可参与大赛专属面试申请通道。 > （5）大赛将在比赛过程中为选手提供多种奖品激励。 In addition to awarding certificates and bonuses to winning teams, the organizing committee will provide the following incentives for some teams: > (1) Opportunity to establish long-term partnerships with the competition organizers to jointly develop products. > (2) The individual team can be empowered by the upstream and downstream resources of the competition organization unit, implement application innovation on relevant platforms, and accelerate the realization of ideas. > (3) Award-winning works and some outstanding potential teams will be given opportunities to display and promote relevant activities, channels, and pages of the competition organizer. > (4) Access to the talent recruitment process of the organizing units, while other contestants can participate in exclusive interview application channels established for the competition. > (5) A variety of achievement transformation policy subsidies and industry fund support. ## 大赛规则 Rules > **参赛人群**：大赛面向全球社会各界开放，不限年龄、国籍，各高等院校、科研单位、企事业单位、个人等均可登录官网报名参赛。相关主办、承办单位所属员工可参赛但不可获奖，不占用获奖名额；（榜单锁定后，如果该团队进入榜单获奖排名范围内，不可获奖，不占用获奖名额，可参加分享活动，获奖团队顺延）； **报名要求**：大赛分为上海和香港两个赛区，“数字资产”、“数字内容”、“数字信任”三个赛道。参赛选手可选择任意赛道或全部赛道参与初赛，但仅能在一个赛区和一个赛道中进入决赛。每位参赛人在每道赛题下，可以个人身份或仅以一支参赛团队成员身份参赛，每支参赛团队人数不超过5人。报名时可由1人作为代表提供个人基本信息，并通过实名认证；参赛账号仅限参赛者本人使用，不得将其以任何形式向第三方转让、出租、出借、出售、披露、泄露等。参赛者有义务保证账号信息的真实性和有效性，因信息无效或错误造成的后果由参赛者自行承担。参赛者对参赛账号的使用自行承担责任，遭遇安全问题（如账号遗失、被盗、被未授权使用等）时应立即通知组委会。 **作品合规要求**：根据内地相关要求，参赛作品主题、团队名称等不允许出现“加密货币”“虚拟货币”等字眼。 **推荐技术开发平台：ChainWeaver**； **公平竞技**：参赛者禁止在指定考核技术能力的范围外，利用规则漏洞或技术漏洞等不良途径提高成绩排名，禁止在比赛中抄袭他人作品、交换答案、使用多个小号提交作品、不同队伍使用雷同作品恶意提交，经发现将取消比赛成绩并严肃处理，也请参赛者保持竞赛公平秩序； **组织声明**：组委会保留对比赛规则进行调整修改的权利、比赛作弊行为的判定权利和处置权利、收回或拒绝授予影响组织及公平性的参赛团队奖项的权利； **作品知识产权**：参赛作品(包含但不限于算法、模型等)知识产权归参赛者所有，组委会经选手同意后可以将参赛作品、作品相关、参赛团队信息用于宣传品、相关出版物、指定及授权媒体发布、官方网站浏览及下载、展览（含巡展）等活动项目，大赛相关组织单位享有优先合作权利，参赛作品必须保证原创性，不违反任何中华人民共和国的有关法律，不侵犯任何第三方知识产权或者其他权利，比赛期间，数据、代码、模型严禁开源； **特别回避**：相关主办、承办单位中涉及题目编写、数据接触的人员禁止参赛，禁止委托他人参赛或指导参赛团队； **通知沟通**：参赛团队预留联系方式将作为大赛组委会与参赛团队联系的唯一接口，大赛各项信息包括但不限于比赛活动安排、培训和分享、获奖通知、颁奖典礼等。若参赛团队在上述相关通知发出后3日内未答复则视为自动放弃相应机会，主办方有权顺位递补其他参赛团队。 > **Participants**: The competition is open to all walks of life around the world, with no age or nationality restriction, and all institutions of higher education, scientific research units, enterprises and institutions, and individuals can register on the official website. Employees of the relevant organisers, contractors can participate in the competition but cannot win any prizes, thus not occupying the prize-winning quota. **Registration Requirements**: The competition is divided into two regions: Shanghai and Hong Kong, with three tracks: "Digital Asset," "Digital Content," and "Digital Trust." Participants may choose to compete in any or all tracks during the preliminary round, but they can only advance to the finals in one region and one track. Each participant may enter each contest problem individually or as a member of only one participating team, with no more than five people per team. During registration, one person may serve as the representative to provide basic personal information and complete real-name certification. The competition account is strictly for the use of the participant only and must not be transferred, rented, lent, sold, disclosed, or leaked to any third party in any form. Participants are obligated to ensure the authenticity and validity of their account information, and any consequences arising from invalid or incorrect information shall be borne by the participants themselves. Participants are responsible for their use of the competition account and should immediately notify the organizing committee in case of any security issues (such as loss, theft, unauthorized use of the account, etc.). **Compliance Requirements for Entries**: According to relevant mainland requirements, terms such as "cryptocurrency" and "virtual currency" are not allowed in the themes of entries or team names. **Recommended Technology Development Platform: ChainWeaver**. **Fair Competition**: Participants are prohibited from using rule loopholes or technical loopholes and other undesirable ways to improve the ranking of results outside the scope of the specified assessment of technical skills, and are prohibited from copying others’ works, exchanging answers, using multiple IDs to submit works, or using identical works by different teams for malicious submission in the competition. The participants are requested to keep the competition in fair order and will be disqualified if above mentioned improper behaviours are found. **Organisational Statement**: The committee reserves the right to make adjustments and modifications to the rules of the competition, the right to determine and dispose of cheating in the competition, and the right to withdraw or refuse to grant awards to teams that affect the organisation and fairness. **Intellectual Property Rights of the Works**: The intellectual property rights of the works (including but not limited to algorithms, models, etc.) belong to the participants, and the Organising Committee may, with the consent of the contestants, use the works, work-related contents, and the information of the participating teams for promotional materials, relevant publications, designated and authorized media releases, official website browsing and downloading, exhibitions (including touring exhibitions) and other activity projects. The organizer of the competition has the priority of cooperation. Entries must be original, not violate any relevant laws of the People’s Republic of China, and not infringe on any third-party intellectual property rights or other rights. During the competition period, data, code and models are strictly prohibited to be open source. **Special Avoidance**: Personnel involved in task designing and data processing in the relevant organizers and contractors are prohibited from participating in the competition, and are prohibited from entrusting others to participate in the competition or coaching the participating teams. **Notification of Communication**: The organizing committee will send all notifications only via the contact information reserved by the teams. Competition information include but are not limited to activity schedules, training and sharing, winner notifications, awarding ceremony, etc. If the team does not reply within 3 days after the above-mentioned notification, it will be regarded as automatically giving up the corresponding opportunity, and the organizer has the right to substitute other teams in sequence. ## 违规和处理 Irregularities 若参赛团队出现下列或其他重大违规的情况，经大赛组委会合议后，可取消参赛资格和成绩，获奖团队名单依次顺延。重大违规情况如下： > • 违反违背《关于防范代币发行融资风险的公告》、《关于进一步防范和处置虚拟货币交易炒作风险的通知》等有关文件; > • 严重违反赛事参赛规则； > • 使用小号、串通、剽窃他人作品等作弊行为； > • 其他重大违规行为。 If the participating team has the following or other major irregularities, the qualifications and results of the competition may be disqualified after the discussion of competition organizing committee, and the list of winning teams will be postponed sequentially. Major violations could be seen as follows: > • Infringement against the Announcement on Preventing Risks relating to Fundraising through Token Offerings and the Notice on Further Preventing and Handling the Risk of Speculation in Virtual Currency Transactions and other relevant documents. > • Serious violation of competition rules. > • Cheating behaviours such as identity fraud, collusion, plagiarizing others’ works. > • Other major violations. ## 权责说明 Rights and Responsibilities > • 组委会拥有比赛作弊行为的判定权利和处置权利； > • 组委会保留修改比赛作品的提交截止日期、答辩日期和颁奖日期的权利，组委会有权在特殊条件下暂停或终止比赛； > • 对影响比赛组织及比赛公平性的参赛团队，组委会保留收回或拒绝授予其奖项的权利； > • 若因故出现数据更新、评审代码更新、作弊检查等原因组委会有权对参赛结果进行重新测评并更新排行榜； > • 大赛组委会保留对比赛规则进行调整修改的权利，大赛组委会拥有对大赛的最终解释权。 > • The organising committee has the right to determine and dispose of cheating behaviours in the competition. > • The organising committee reserves the right to modify the submission deadline, defense date and award date of the competition. The committee has the right to suspend or terminate the competition under special conditions. > • The committee reserves the right to withdraw or refuse to award prizes to teams that compromise the organisation of the competition and the fairness of the competition. > • The organising committee has the right to re-evaluate the results of the competition and update the ranking if for any reason there is data update, judging code update, or cheating check. > • The organising committee reserves the right to adjust and modify the rules of the competition, and the final interpretation of the competition is the right thereof.
